Since 2004, The LSM Community Association has discussed, debated, and spent many hours with the County Planning Department, the developer -D R Horton, and County Supervisor Bill Horn to mitigate and change much of the concerns of the original design regarding driveways, traffic and parking. The original plan called for more units (it is zoned for up to 58 units), 3 driveways (none of which lined up with the median break at La Tierra), a children's playground, only 6 guest parking spaces, no division wall to protect Hunter Valley homes, and a site plan that had buildings overlooking homes in Hunter Valley. LSMCA met with Bill Horn and asked for his intervention with the builder. See copies of letters to him. He agreed and the builder sat down with us to make some changes. The final plans call for 8 - three story buildings consisting of 42 units, with garages on the first floor, living quarters on the 2nd and 3rd floors. The units will be 2 and 3 bedrooms. Commercial / retail uses show much higher traffic counts. A Mitigated Negative Declaration was completed. While the current plans are far superior to the original plans, the residents of Lake San Marcos almost 100% oppose this project and have fought to prevent it from being approved.
