ANNUAL MEETING MINUTES Jacque introduced the current Board members with a brief comment about their involvement in the community as a Board member. Rich LaFarge- Architectural Control Committee chairman; Jack Bloes-Treasurer, Edgar Engert –Road repair; Eli Whitney- Ground water issues; John Andrew- Traffic issues; Jim Brennan –HOA’s; Ken Beall –Co-editor of the Quail Call; Carol Alexander- Chaired the Nominating Committee and numerous other jobs. Jacque then introduced the office staff: Pat Eastman, Dottie Bogumil, and Nancy Sand, who were available to sell the History Book and take payment of 2009 dues. Still just $36.00 for the year. New Board member, Judy Widener was absent. She will come on board at the December Board meeting, Thursday, December 11th. Barn Burner Restaurant: Jesse Hogan introduced two gentlemen who opened the Barn Burner Restaurant in The Quail restaurant, which opened two weeks ago. There is line dancing, with instruction, on Friday nights. They handed out coupons to be used and their wish is to bring "the buzz" back to Financial Statement: Jacque Baker gave a financial accounting available in our office. Jacque mentioned that our "dues" letter and notice will be mailed out in December. Security Patrol: Jim Kopycki who represents our security patrol gave a brief report on the "Rent a Cop" program which has been successful in slowing down some of our traffic and hopefully stopping cut through drivers. The Security Patrol was started in 1979 for our residents and businesses safety. It is a unique program tailored for LSM and 75% of our residents are signed up for this service. They have added more stop signs also. Vallecitas Water District: Robert Shull, the project manager, and Cheryl Brandstrom, the engineering supervisor, gave a slide presentation of the pipeline construction to be done on Updates from the Board Members: Ground Water & Lake Quality: Street Repair: Edgar Engert has kept in touch with the County regarding our streets. They have promised that we will be first on their list when it comes to repairing and paving our streets. Drainage to be fixed first, then repair will begin. Monies are available for this! Traffic Report: John Andrew has handled many complaints from residents and written a number of letters in reference to ACC problems. He also has made personal contact with the complainers and the resident in question. Last year the Fire Dept. nixed the idea of speed bumps, but the County realizes our traffic problem and is working with the Fire Dept. to get their permission for "speed humps". When Vallecitas Water does their work they will put up signs that say, "Residents only" as there will be delays in the areas they work. Hopefully this will put an end to "pass-thru" traffic, at least temporarily. ACC: Rich LaFarge and the ACC committee looked at fourteen plans/projects so far this year. The committee is made up of three Board members, CDC manager, and two residents, with two alternates. Projects we see: Anything that affects the outward appearance of a house (color, landscaping, roof line changes, fences, and additions to the structure). Does it affect "neighbor’s view"? We wish to maintain the "look of our community" the way it is. What neighbors do not like to see: sheds, golf carts in front driveways, excess vehicles, etc. The committee also requires a letter from each adjacent neighbor with their written approval of the project. The ACC did handle several "violations": illegally parked cars, pick-ups, etc. The ACC sends letters and/or talks with the residents to get them to clean up their act. The The Cove Project: Jacque Baker reported that the commercial building will be open for business in January, 2009. The 150 condos expected to be completed sometime in 2010. Sales for these units will start the first quarter of 2009. $100.00 prize: Many residents submitted their thoughts on "What is So Special About Lake San Marcos". The winner is Eleanor Farrow. Closing remarks: Jacque and our Community Association hope to preserve our special community. Having common interests invites like minded people to live in our area. We work for the betterment of LSM. Jacque emphasized that all residents make up our "community" and we need to band together as such in helping each other and following the rules. While many are not happy with how CDC operates they have established a fair and equitable lease agreement with the HOA’s asking for a 4% increase in their dues over the next ten years. While the recreation facilities are not important to all residents, we all need to be a part of this community and support each other. There are maintenance costs that all residents benefit from.
